Einar Risa
Former Executive Director, Timor Sea Designated Authority and
Managing Director, Diak Consulting AS 2006
Einar was until the end of 2005 Executive Director of Timor Sea Designated Authority, the authority managing the Joint Petroleum Development Area (JPDA) between Timor-Leste and Australia, appointed by the Government of Timor-Leste. He is now President of Diak Consulting AS, a consulting company within the oil and gas and energy industries, based in Oslo, Norway. He is also a Timor-Leste member of the Timor Sea Joint Commission. He served as State Secretary for International Development in the Norwegian Ministry of Foreign Affairs in 1990-1. He was an advisor 1979/82 to People’s Republic of China’sMinistry of Oil and Chinese National Offshore Oil Company on questions relating to offshore legislation and offshore concessions to international oil companies.
